Purpose & Explanation
In 1999 Hudson Public Power (HPP) retained the services of PFK and Associates to create a 10-Year Plan to identify areas of needed improvements. Through capital projects and system improvements, HPP has completed this plan.
The current proposed legislation will allow HPP to enter into an agreement with the GPD Group to develop a new 10-Year Plan. This plan will evaluate the electric system, identify deficiencies, explore economic growth potential, and review historical data to project future demands and capacity needs. Once these items have been identified a comprehensive report listing the findings will be generated. This report will include a prioritized list of recommendations for system improvements along with estimated costs.
The Public Works Department solicited two quotes for required professional services. GPD Group submitted a quote of $32,800 and Peters, Tschantz & Associates submitted a quote of $80,000. The quotes were discussed and reviewed with both vendors. The rather large discrepancy of the Peters, Tschantz & Associates quote is due to higher hourly rates for services and additional allotted time to become familiar with Hudson's municipal power system. GPD is quite familiar with Hudson's current municipal electric system, has worked with the City and HPP on many projects, and has an established track record of providing quality services.
