Ordinance 240.02 was first passed on 7-3-72, and was modified on 2-4-04.
Purpose & Explanation
Special duty pay occurs for Hudson police officers when they are hired for after-hours work for duties related to security at local sporting events (high school), at local businesses (cinema), and by local road construction contractors for traffic control-related work.  
The modification in 2004 was made to keep this process as "hands-free" as possible, yet the officers who work the special police duty came to me three years ago concerned that the automatic rate increase as set in the present Ordinance would price them out of the extra work, when compared to the hourly rates other police agencies were charging.
At the request of the Hudson officers, and with my concurrence, the special duty rate has been frozen for the past three years, meaning that the 2010 special duty rate is still in effect.  Collectively, we would like to see the Ordinance updated as shown in the attached document, as it would better reflect our current practices.
Timing Considerations
As the rate has been again frozen for 2014, there is no need for any emergency measure.
