A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE DIVISION STREET CULVERT REPLACEMENT WITH THE LOWEST AND BEST BIDDER; AND DECLARING AN EMERGENCY.
Brief Description: In June, City workers investigated a sink hole on Division Street. An inspection of the utility infrastructure under the road identified that the storm water "box culvert" was deteriorating and starting to fail. Consequently, staff closed this section of Division Street and temporarily placed steel plates over the failing section of culvert. Staff evaluated alternative solutions to repair the culvert and identified that a portion of the lid to the box culvert needs replaced.

Purpose & Explanation
At the end of June, a failing section of roadway on Division Street between College Street and N. Oviatt Street was identified. Investigation revealed that the lid of a 3-foot by 5-footk, concrete, box culvert beneath the road had deteriorated and was no longer safe. To ensure public safety, steel plates were installed for a temporary fix, and the area was coned off.
The design for a permanent solution is nearing completion. The project will replace the failing section of box culvert lid with a new, reinforced concrete lid and repair the roadway
The estimated project cost, including a 10% contingency, is $45,000.
Following City Council approval of this resolution, the Engineering Department will advertise for bids in the local newspaper. Staff will only return to Council if bids exceed 10% of the Engineer's Estimate. Otherwise, the City Manager is authorized to award the contract to the lowest and most qualified bidder.
An emergency clause is being requested in order to proceed with the bidding of the project and construction repairs and to provide a permeant road patch before snow plow season.
