AN ORDINANCE PERMITTING THE INSTALLATION AND ENFORCEMENT OF NO TURN ON RED SIGNS AT THE INTERSECTION OF MIDDLETON ROAD AND STOW ROAD PER CHAPTER 414.03(C)4 OF THE CODIFIED ORDINANCES; AND DECLARING AN EMERGENCY.
Brief Description: Per Chapter 414.03(c).4, this Ordinance would allow for the installation and enforcement of NO RIGHT TURN ON RED signs at the intersection of Middleton Road and Stow Road.

Purpose & Explanation
New sidewalks were installed along portions of Middleton Road and Stow Road along with a new traffic signal at the intersection. The new sidewalks will connect local neighborhoods to Ellsworth Elementary School. To improve safety for crosswalk users at the intersection, the Traffic Safety Committee is recommending NO TURN ON RED SIGNS be installed at the intersection of Stow Road and Middleton Road and per City ordinance.
The Codified Ordinance 414.03(c) (4) of the Traffic Control Signal Terms and Lights section indicates that: "Local authorities by ordinance, or the Director of Transportation on state highways, may prohibit a right or a left turn against a steady red signal at any intersection, which shall be effective when signs giving notice thereof are posted at the intersection."
Due to a periodic site distance constraint due to vegetation at the intersection, and the anticipated use of the crosswalks by a number of school children and parents, the installation of NO TURN ON RED Signs was reviewed by both the traffic engineering design consultant for the project and the Traffic Safety Committee. Both the consultant and Traffic Safety Committee concurred the installation of NO TURN ON RED Signs at the intersection would improve pedestrian safety at the intersection and recommend their installation.
