Purpose & Explanation
The scope of this project involves replacing two (2) existing culverts under a private drive called Meadowood Lane. The culverts carry water from two stormwater management ponds in Village West Subdivision, behind homes on Prescott Drive and Stratford Road, that flow west across Meadowood Lane. During heavy rains, the existing culverts are inundated causing overland flooding of shared use driveway, restricting emergency vehicle access. The project includes installation of larger culverts and concrete driveway replacement.
The estimated cost of the project is $100,000 which includes a 10% contingency. The project is being designed in-house and scheduled for construction in the spring, 2025. Staff will return to Council should the project cost exceed the allotted budget.
The 2022 Policy for Work on Private property has been reviewed and found to apply to this project based on the following:
1A. Public Nuisance and Public Benefit
1B. Reduces Flood Risk
1C. The drainage area is greater than 5 acres.
2. Emergency Services are impacted due to the failing culvert and water overtopping the road, possibly making it impassable.
3. Exceeds Residents Capacity to Resolve.
