Brief Description: This contract would allow Pavement Management Group (PMG) to review the City's roads and provide a road rating that is utilized by staff when determining which roads will be resurfaced in upcoming Annual Resurfacing Programs.

Purpose & Explanation
The City has contracted with Pavement Management Group (PMG) since 2014 to review and rate the City's roadways. Road ratings typically take place biannually and the roads were last rated by PMG in 2020. PMG field reviews each City street (not SR 8, SR 91, SR 303 as those streets are resurfaced by ODOT) and uses the field data collection to generate updated Pavement Condition Index (PCI) valuations.
The PCI is an ASTM standardized method used to establish a numerical rating of the street. The ratings range from 0 to 100 with 100 being the best and 0 being the worst condition. The rating evaluates pavement distresses including cracking, potholes, rutting, weathering and ride quality, amongst others.
PMG uploads the data into the City used software program (called PAVER), which then allows staff to run various reports and update each street's PCI ratings. The PCI rating is used to select the streets for each year's Annual Resurfacing Program along with other considerations such as average daily traffic, proximity to other roads scheduled for resurfacing, budget and the schedule of other construction projects in the street.
Recently, staff requested that PMG review the city's current road ratings and identify an estimated cost for future resurfacing, patching, and crack sealing. PMG estimated that the city's overall PCI rating is likely in the 74-78 range.
