AN ORDINANCE AMENDING SECTION 410.01, SCHEDULE I, "EXISTING POSTED SPEED LIMITS," OF THE TRAFFIC CODE TO LOWER THE SPEED LIMIT FROM 35 MILES PER HOUR TO 30 MILES PER HOUR ON E. STREETSBORO STREET (SR 303) BETWEEN COLLEGE STREET AND N. HAYDEN PARKWAY; AND DECLARING AN EMERGENCY.
Brief Description: Based upon the results of a recent Speed Zone Study submitted to the Ohio Department of Transportation, it has been determined that the speed limit along E. Streetsboro Street (SR 303) from College Street to N. Hayden Parkway should be lowered from 35 mph to 30 mph.

Purpose & Explanation
Staff has received requests to review the potential to reduce the speed limit along E. Streetsboro Road, between College Street and N. Hayden Parkway which is currently posted at 35 MPH.
The Ohio Manual of Uniform Traffic Control Devices states "Section 4511.21 of the Ohio Revised Code (ORC) establishes statutory speed limits and prescribes how those speed limits may be altered when an engineering study determines that they do not fit the road and traffic conditions." The ORC categorizes E. Streetsboro Road (SR 303) between College Street and N. Hayden Parkway as a 'state route within municipal corporations outside a business district', and assigns a prima-facie speed limit set at 35 MPH.
