Purpose & Explanation
The project consists of new traffic, pedestrian signals and other associated equipment at the intersection of Stow Road and Middleton Road.
During the final phase of the project design in the spring, the City's engineering consultant began the private property valuation and acquisition process. Over the summer and fall, the consultant contacted and met with the affected property owners to review the plans, impacts to private properties and the valuations of the acquisitions. Staff elected to wait until all property acquisition approvals were secured from property owners before submitting the request to City Council and the final property owner approval was secured in October.
The temporary and permanent property acquisitions, as shown on the attached exhibit, are necessary for the signal installation and future roadway improvements.
See also, the attached table for each temporary and permanent right-of-way acquisition and agreed-to costs, based upon fair market value appraisals.
An emergency clause is being included in order to finalize the property acquisitions necessary, ahead of construction taking place in late 2022, early 2023.
