Brief Description: The City Manager is requesting legislation for the City of Hudson, Ohio ("City") to transfer the ownership and maintenance responsibilities of nine (9) bridges from the Summit County Engineer's Office ("County") to the City.

Purpose & Explanation
The County Engineer's Office recently reviewed the records of all bridges in all political subdivisions throughout Summit County.
In June 2018, the Hudson Engineering Department was notified by the County that during the review, that ownership and maintenance responsibilities of nine (9) bridges on roads that were previously designated as township routes and are now city streets should be transferred to the City of Hudson (see Bridge Transfer Map attached). This transfer should have taken place at the time the City became incorporated.
City staff field reviewed each of the nine bridges with Summit County's bridge engineer to identify the existing condition of each bridge (see Bridge Summary Sheet attached).
The ownership and maintenance of bridges that are on former county highways or state routes will not change. The state will continue to maintain bridges on state routes and the County will maintain bridges that are on former county highways.
With the approval of this legislation, the City and County would notify the Ohio Department of Transportation (ODOT) of the transfer of bridge responsibilities so that ODOT's Structure Management System (SMS) can be updated. The State of Ohio oversees the inspection of all local, County, State and Federal bridges in Ohio in their SMS database. At that time, the City would also request that the inspection of the bridges be included in ODOT's annual inspection programs.
