Executive Summary:   This legislation seeks approval of the terms and conditions of the collective bargaining agreement that was negotiated in part by the City Manager with the Ohio Patrolman’s Benevolent Association (Patrol Officers), went through fact-finding on certain issues, and which issues were eventually resolved in the City’s favor through the conciliation process.  This Resolution will authorize the City Manager to enter into said agreement.

Purpose & Explanation

Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into this bargaining agreement, to be effective from the Date of Conciliator’s Award on June 19, 2018, which covers terms and conditions of employment and other related matters for the Ohio Patrolman’s Benevolent Association (Patrol Officers) bargaining unit members.  The contract will be effective from the June 19, 2018 through December 31, 2020. The agreement was ratified by Union membership vote on October 11, 2018. 

Timing Considerations

Emergency language is necessary, as the annual compensation increase will be retroactive to July 1, 2018.
