Legislative History
The existing Land Development Code was adopted December 1, 1999.  It was most recently amended July 20, 2011.
Purpose & Explanation
PrideOne Construction and Redwood Management are constructing Phase I of the Trails of Hudson, an 82-unit apartment community near the intersection of Hudson Drive and Norton Road in southwest Hudson.  Phase II would add 90 units.  The developer has applied to amend the Land Development Code to remove the age restriction from its development as presently required in the zoning district in which the project is located.  The amendment is being requested to address the negative perceptions of a "55+" community and to accelerate the rate of leasing the units.
Staff has attached the staff report for Planning Commission's December 9, 2013 preliminary review in which the development of the Trails' of Hudson, and the purpose and establishment of the overlay district are discussed.
Timing Considerations
Staff contemplates the following schedule: 1) first reading February 5, 2) Planning Commission public hearing and recommendation March 10, 3) second reading March 19, and 4) Council public hearing and final action April 16.
