Executive Summary
This request is to allow the City Manager to enter into an agreement with Rettew, a professional engineering firm in North Canton. The agreement would not result in any cost to the City as the costs associated with the work to be performed are passed on to applicants. Rettew would assume much of the work presently being performed by Arcadis but on a more rapid turn-around and by staff that is very familiar with the City’s standards and procedures and, in staff’s opinion, more committed to meeting our needs and the needs of our applicants.
Legislative History
It appears the City entered into its contract with Arcadis on June 19, 1997. Since then adjustments have been made to the charges for services, the most recent being October 9, 2012.
Purpose & Explanation
With the adoption of streamlined reviews of projects in Districts 6 and 8 several years ago, the City has endeavored to streamline its reviews of all development. To that end staff has taken on many review tasks that had previously been referred to consulting engineers including commercial site plans and subdivisions providing a service that has been much more predictable, rapid, and inexpensive for our developers. However, the City has continued to refer a number of project types to a consulting engineer, specifically site plans for single family homes, minor subdivisions and lot consolidations, and residential subdivisions. Staff wishes to continue to forward these to a consulting engineer. These project types are typically routine, but because of their frequency consume valuable staff time.
The costs to be passed on to applicants are generally slightly higher that what is presently charged. Reviews will be completed in a much shorter time. Staff has confidence in the staff Rettew has assembled as it knows ...
