A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR COMPETITIVE BIDS AND TO ENTER INTO A CONTRACT FOR THE INSTALLATION OF NEW CURB INLETS ON CLINTON STREET AT HEINEN’S REAR ENTRANCE.

Brief Description:   This project consists of the installation of a new curb inlet at the rear entrance to Heinen’s grocery store to alleviate the opportunity for future flooding.

Purpose & Explanation

In 2024, the loading dock area at Heinen’s grocery store was temporarily flooded due to a nearby water main break.  After the water main break was repaired, City staff identified that installing a new storm drain, or curb inlet, near the driveway to the loading dock area would be a benefit to alleviate the opportunity for future flooding to occur in this area. 

The new curb inlet installation will be coordinated along with the upcoming main parking lot entrance/exit reconstruction work at the City's parking lot in front of the grocery store.  Upon completion of the entrance/exit relocation work, and County sanitary sewer project, the parking lot will be resurfaced.    Heinen’s parking lot resurfacing and exit relocation project is currently scheduled to be completed in summer/fall 2026.

Detailed design of the project is being completed with in-house staff.  The total project cost of the curb inlet installation, including contingency, will not exceed $30,000.

Suggested Action

Staff recommends that Council approves this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the Clinton Street Curb Inlet Installation.
