Brief Description:  The Environmental Awareness Committee is presenting findings from research about the benefits of single-hauler waste programs.

Purpose & Explanation

The EAC will inform Council of the benefits residents may enjoy if Hudson implements a single-hauler waste program. A single-hauler program would give exclusive rights to one company to provide trash and recycling services to residents. The single company would be selected in a competitive bidding process that stipulates minimum service requirements and other expectations.

Timing Considerations

Hudson is in a three-year contract with Republic Services as the City’s preferred waste hauler. The contract was approved by City Council in February, 2019.

Recommendation

Suggested Action

Staff recommends surveying residents before the current contract expires in order to determine if there are barriers to single-hauler. Two important considerations for residents in the past have been: 1.) choice, and 2.) cost. It may be possible to reduce costs citywide and maintain choice by implementing a single-hauler program with an opt-out under certain circumstances. It is advisable that input be gathered from waste haulers that currently service Hudson to determine if any of the four have an interest, and ability, to become the City’s single hauler.
