Brief Description: This legislation seeks approval of the terms and conditions of the collective bargaining agreement that was negotiated in part by the City Manager with the Ohio Patrolmen's Benevolent Association (Sergeants) and authorization for the City Manager to enter into said agreement.

Purpose & Explanation
Staff recommends that Council pass the attached legislation to authorize the City Manager to enter into this bargaining agreement, effective January 1, 2024, which covers terms and conditions of employment and other related matters for bargaining unit members of the Ohio Patrolmen's Benevolent Association for Sergeants. The contract will be effective January 1, 2024 through December 31, 2026. The agreement is scheduled to be ratified by Union membership vote in the near future, and the results will be provided to Council.
OPBA - Sergeants Contract 2024-26 Changes
* 3% base wage increase, effective January 1, 2024.
* 3% base wage increase, effective January 1, 2025.
* 3% base wage increase, effective January 1, 2026.
* Same holiday modification as the Patrol Officers.
* Same Uniform Allowance modification as the Patrol Officers.
Reduce the number of steps from eight steps to five steps (i.e., eliminate steps 1, 2, 3, and 7 in the current wage table). This would bring the Sergeants more closely into alignment with other area departments.
An emergency is necessary due to time constraints, the current contract expires at the end of the year.
