The Charter (Section 3.02) specifies that "Council shall conduct an organizational meeting at 7:30 p.m. on the first Wednesday of December following each regular Municipal election. ... After this the Council shall meet regularly at such times as may be prescribed by its rules, but not less frequently than twice each month."
The schedule of regular Council meetings and workshops is determined by Council Rules (see attached highlighted Sections 220.01 and 220.031 of the Codified Ordinances).
Purpose & Explanation
If City Council desires a change to the organizational meeting date, a Charter change would be needed, requiring approval by the voters. This could be initiated by Council or by the Charter Review Commission in 2015.
City Council could change all other regular meeting and workshop dates by adopting an Ordinance to amend the Council Rules.
Timing Considerations
A new schedule of meeting and workshop dates could be implemented in 2015. Discussion of the 2015 Council meetings schedule is scheduled for the November 12, 2014, workshop, with Council approval by motion scheduled at the following meeting on November 19, 2014.
