Legislative History
The residential Growth Management Allocation system was adopted May 1996 and is now Chapter 1211 of the Land Development Code.  The Annual Review Report required by Chapter 1211 was submitted to the Planning Commission March 27, 2013.  Ordinance 12-69 established the number of Growth Management Allotments for the annual period of August 1, 2012 through July 31, 2013 at 100.
Purpose & Explanation
The Land Development Code, Chapter 1211 requires Council to set the annual number of allotments for the upcoming year, with the first semi-annual period beginning August 1, 2013 and the second semi-annual period ending July 31, 2014.  By their decision of April 8, 2013 the Planning Commission members present at that meeting unanimously recommended Council approve 100 residential allotments for this coming annual allocation period as recommended by the City Manager's Annual Review Report.  Council discussed PC's recommendation at its April 23 workshop and had its first reading of the ordinance May 1, 2013.  Council's public hearing and second reading were May 15, 2013.  No one appeared for the public hearing.
Timing Considerations
Council must take final action on the recommendation by June 15, 2013.
