Purpose & Explanation
City staff have been in communication with the Summit County Land Bank regarding numerous parcels which are located within the Boston Park Subdivision south of Barlow Road. This subdivision abuts the County Hike and Bike to the west and the Towbridge neighborhood to the east. The subdivision was platted in the 1920s; however, was never fully developed. Currently numerous houses are located within the subdivision with dedicated rights of way along Lincoln and Coolidge Blvd; however, the roadways do not meet current design standards and the majority of the development remains vacant with significant wetland areas present. The city already owns numerous parcels within the southern portion of the development that preserve wetland areas.
Staff is requesting to proceed with submitting application to acquire 15 additional parcels which are tax delinquent. This purchase would enhance the wetland preservation in this area and help consolidate the city's parcels into a more connected, uniform arrangement.

Provided the application is successful with Summit County Land Bank, Staff would present a proposed legislation for Council consideration prior to acquisition. This is a similar process used for he acquisition of acreage along Boston Mills Road in 2017 (17-88).
