Executive Summary: This legislation will retain Arcadis (consulting engineer) for the subject project in the base amount of $137,500 plus $2,500 in contingency, totaling $140,000. The anticipated improvements which include: structural rehabilitation of the structures, improved channel armoring and improvement to the curbs, walks, aesthetic fascia and railing as needed. The City’s ODOT approved process of Consultant Selection was used, which is a qualification based procedure. We received qualifications from two consultants: Arcadis and Michael Benza & Associates, Inc.

Purpose & Explanation
This project consists of the rehabilitation of two precast arch bridges and the associated channel work. The structures are both 24’+/-” spans with 6-7’+/- rises and located in residential areas just northwest of the city center and carry two lanes of traffic over Brandywine Creek. The bridges are located at the intersection of Brandywine Creek and Brandywine Drive and Blackberry Drive. The bridges are supported on concrete unreinforced spread footers.

The Brandywine structure measures a total out-to-out width of 42’+/-“, with a face to face of parapet of 37.5’+/-. The bridge was constructed in 1989. The structure carries a 26’+/- face to face of curb roadway and 5’+/- walks on either side. Several known utilities are in the immediate area of the bridge, including sanitary sewer, storm sewer, waterline, gas line and cable and phone.
