Legislative History
The residential Growth Management Allocation system was adopted May 1996 and is now Chapter 1211 of the Land Development Code. The Annual Review Report required by Chapter 1211 was submitted to the Planning Commission March 27, 2014. Ordinance 13-69 established the number of Growth Management Allotments for the last annual period of August 1, 2013 through July 31, 2014 at 100.
Purpose & Explanation
The Land Development Code, Chapter 1211 requires Council to set the annual number of allotments for the upcoming year, with the first semi-annual period beginning August 1, 2014 and the second semi-annual period ending July 31, 2015. By their decision of April 14, 2014 the Planning Commission members unanimously recommended Council approve 125 residential allotments for this coming annual allocation period, as recommended by the City Manager's Annual Review Report. PC's action is printed as the last paragraph of the attached staff report. No one appeared at the PC public hearing. The Annual Review Report was provided to Council on or about March 27.
Timing Considerations
Following workshop consideration of this Ordinance, Council will conduct its first reading on May 7, public hearing and second reading on May 21, and third reading and final action on June 4, 2014. Council must take final action on the recommendation by June 15, 2014.
