Legislative History
Legislation was last passed in 2012, authorizing Hudson's participation in the 2012-2013 agreement. No changes were proposed for the 2013-2014 agreement, therefore the agreement was automatically renewed.
This Resolution is identical to Resolution No. 14-116, previously considered by City Council, which received three readings and failed by a vote of 4-3 on October 1, 2014.
Purpose & Explanation
Each year, as necessary, Summit County circulates an Intergovernmental Memorandum of Understanding to communities within the County seeking their participation in this program. One of the attachments to this memo is a version of this year's agreement with proposed changes highlighted. The changes are aimed at defining Service Sharing Agreements (page 2) and Tax Sharing Guidelines (pages 5 & 6) where this type of agreement exists. Also attached is a map showing the area of the proposed Service Sharing Agreement with the City of Akron and vacant parcels where commercial/industrial development might take place.
Timing Considerations
Summit County has requested that this agreement be passed by Council prior to September 30, 2014. As previously stated, with approval, this agreement would run from October 1, 2014 to June 30, 2015.
