A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT FOR A FIRE DEPARTMENT VEHICLE; AND DECLARING AN EMERGENCY.
Executive Summary: The Fire Department is requesting the purchase of a new vehicle per the 2015 Approved Budget, and in accordance with the approved fleet replacement schedule.
Body
Legislative History
This vehicle purchase was approved in the 2015 City Budget (Ordinance No. 14-139) under "Equipment Replacement" at $45,000.00 for vehicle and equipment.
Purpose & Explanation
The Fire Department is requesting the purchase of a new vehicle per the 2015 Approved Budget, and in accordance with the approved fleet replacement schedule. This new vehicle will replace an existing staff car (model year 2005 Chevy Impala; mileage 33,409), which will either be used by another City department or sold on GovDeals. Further, the Fire Chief has recommended the replacement vehicle be updated from a car to a utility vehicle (2015 Ford Explorer Interceptor). A similar Fire Department vehicle (Car 5) was purchased in April 2013.
The 2005 Chevy Impala is currently the Fire Marshal's car (Car 3). The Fire Department plans to rotate the current Duty Officer's car (Car 1) to the Fire Marshal's car (Car 3); and the new vehicle will serve as the new Duty Officer's car (Car 1).
The Fire Department would like to purchase an all-wheel drive Ford Explorer Interceptor from Montrose Ford of Fairlawn at a total cost of $26,467.00, which is the County CUE pricing and the lowest and best quote. Two other quotes were received, from Lebanon Ford at State Procurement pricing ($26,763.00), and Federal GSA pricing ($27,873.98). All three quotes are attached.
The Fire Department will purchase the equipment for this vehicle separately.
Timing Considerations
Purchase agreement and ordering would take place immediately upon Council's approval. To attain the price quoted, the order deadline is February 13, 2015.
