City Staff has participated in several meetings with Allstate Insurance representatives and has established a new "E" electric rate and associated terms moving forward. Staff now wishes for City Council to formally approve the new proposed Allstate rate agreement accordingly.

Purpose & Explanation
The current "E" electric rate agreement with the Allstate Insurance Company is $0.065 per kWh with no power cost adjustment. The term of the current rate agreement concludes on July 18, 2015. The terms and conditions of the current agreement have been satisfactorily met by both parties.
Upon the close of the current term, the new "E" electric rate agreement for the Allstate Insurance Company shall be set at $0.075 per kWh with no power cost adjustment for a term of two years after which the rate agreement will be reevaluated.
Timing Considerations
Emergency legislation is requested to expedite the agreement.
