AN ORDINANCE AMENDING CERTAIN SECTIONS OF THE LAND DEVELOPMENT CODE TO PERMIT COTTAGE HOUSING DEVELOPMENT IN DISTRICT 4 AND DISTRICT 5.

Legislative History

The Land Development Code was adopted in December 1999.  Cottage Housing Development is a new concept for Hudson and is not addressed in the Code.

Purpose & Explanation

Cottage housing development (also known as pocket neighborhoods) consists of small, detached single-family residences clustered around a shared open space.  Staff proposed this concept in response to several inquiries we have had over the years and specifically to a proposal for such a project in District 5. Since this legislation was introduced the proposed project has been redesigned to conform with existing code requirements and thus does not need the cottage housing legislation to proceed.  Further, staff analyzed the number of locations in Districts 4 and 5 that this type of project might be viable and found only a few.  For these reasons Planning Commission is recommending that this legislation not be pursued at the present time.  Please find attached the staff report for the July 13 Planning Commission meeting.  PC adopted the recommended motion.

With the emphasis on housing in the updated Comprehensive Plan, the City could examine all of its housing legislation comprehensively after the plan’s adoption.

Timing Considerations

A motion to the effect that this legislation not be pursued at this time on July 21 will end further consideration of this matter.
