Purpose & Explanation

Annually the Hudson Public Power Division (HPP) contracts for the performance of preventative maintenance and inspections on one of the five distribution substations located in the City.  In 2015 this contract will cover maintenance activities at the Eastside Substation.  The preventative maintenance tasks include: infrared scan of all structures for loose connections, timing and calibration of all feeder breakers as well as the 138KV and 69KV breaker, relay testing and certification.

Public Works staff budgeted $90,000 for this contract. The department received three (3) qualified bids for the 2015 contract. A Bid tabulation has been attached for review.  The low bid was submitted by Electric Power Systems in the amount of $42,903.00 with a 10% contract contingency, for a total contract amount not to exceed $47,193.00.      

Timing Considerations

Upon City Council approval the Public Works staff will award the substation contract. Work will be completed within one (1) year of award of contract.

Staff recommends that the 2015 Substation Maintenance contract be awarded to Electrical Power Systems, 2601 Center Rd. Suite 101 Hinckley, Ohio 44233 in the amount of $42,903.00 plus a $4,290.00 (10%) contingency for a not to exceed contract amount of $47,193.00.
