Purpose & Explanation
Bids were received on Tuesday, September 29, 2015 for the Williamsburg Colony Storm Sewer Improvement. Below is the Engineer's Estimate along with the respective bids.
Engineer's Estimate: $54,005.00
Palmer and Son Excavating $24,538.50
Ray Bertolini Trucking Company $50,765.00
Miller Curbing and Paving, Inc. $54,432.25

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Palmer and Son Excavating for the Williamsburg Colony Storm Sewer Improvement. The Engineering Staff is requesting a 10% contingency for any unforeseen issues that may arise during construction. The total amount would be $26,992.35.
Total Contract = $26,992.35 ($24,538.50-base + $2,453.85-contingency)
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Palmer and Son Excavating for the above amounts.

Suggested Action
Staff recommends that City Council approve this Resolution, authorizing the City Manager to enter into a contract with Palmer and Son Excavating, and further requests an emergency clause be added to this legislation in order to maintain the public health and welfare.
