A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF SUMMIT FOR ANIMAL CONTROL SERVICES; AND DECLARING AN EMERGENCY.

Executive Summary:   The City utilizes the services of the County of Summit, Animal Control Division relative to the capture of stray cats and dogs, and the existing contract has lapsed.

Legislative History

Resolution No. 04-203, passed by Council on November 3, 2004, authorized the last contract with Summit County for the same services.  According to Summit County, this contract lapsed on 11/21/2010, but we have unknowingly continued to use them despite this.

Purpose & Explanation

The proposed contract for animal control services is nearly identical regarding costs as the prior contract (see attached). The Hudson Police Department lacks the expertise related to the capture of stray animals and the ability to store and care for such animals, thus relies on the County of Summit, Animal Control Division for such services.

Timing Considerations

As we are presently without a current contract, it is recommended that this be passed as an emergency.

Suggested Action

Staff recommends that City Council approve this Resolution authorizing the City Manager to enter into a contract with the County of Summit for animal control services and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
