Purpose & Explanation
City Council and staff have met on several occasions to review the City’s Five-Year Plan. The purpose of this resolution is to adopt the plan “in concept”. There is separate legislation approving appropriations for 2016.
Attached to this memo is the most recent version of the Plan. As discussed at the November 10 workshop, we reduced the transfer from the General Fund to the Sewer Fund for 2016 by $166,000 due to the closing of the Sewer Capital Fund and $600,000 in 2019 due to the final payment on the Sewer debt occurring in 2018.
The General Fund was amended to remove the Broadband Fund (510) enterprise fund and move it into the General Fund (revised 12/11/2015).
Timing Considerations
Staff recommends the resolution go through three readings with adoption at the December 15, 2015 meeting.
