A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A PURCHASE AGREEMENT WITH QUALITE, LLC FOR ATHLETIC FIELD LIGHTING REPLACEMENT AT OAK GROVE PARK; AND DECLARING AN EMERGENCY.

Executive Summary:  Staff is seeking to purchase lighting structures to replace existing athletic field lighting at Oak Grove Park.

Legislative History

This project was included in the 2015 Capital Budget at 140,000. The Initial lighting structure/equipment costs were estimated at $76,900.   By directly purchasing the lighting structures / equipment from the manufacturer (sole vendor) we can save $7,326. With this savings the cost of the lighting structure/system will be $69,574.00.  We will bid out the installation of the system at a later date. 

Purpose & Explanation

The existing athletic lights were installed in the 1980’s using used wooden poles. Over the last several years, the poles and light structures have deteriorated significantly. Staff will replace the equipment with a lighting system similar to the one used at Barlow Farm Park for consistency of operations and maintenance.  

Timing Considerations

The new athletic lights will be installed prior to the 2016 baseball season.

Suggested Action

Staff recommends granting permission to purchase the lighting system from Qualite, LLC. and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
