AN ORDINANCE AMENDING SECTION 848.03 OF CHAPTER 848, "REFUSE HAULERS", OF THE CODIFIED ORDINANCES TO AUTHORIZE THE CITY MANAGER TO REGULATE THE ROUTING AND SCHEDULING OF COLLECTION OF SOLID WASTE AND RECYCLING MATERIALS BY REFUSE HAULERS.
Executive Summary: As a component of Council providing for the designation of a preferred refuse hauler by contract with the City for Hudson residents to consider using, City Council also requested that all refuse haulers licensed to operate in the City be limited to performing solid waste and recycling collections operations on only certain days of the week and within defined geographic areas. Staff proposes to amend the current ordinance to reflect such additional language.

Purpose & Explanation
Per City Council direction, staff is recommending the following additional language be added to Section 848.03 (c) of Chapter 848 of the Hudson Codified Ordinances.
Current language:
848.03 SERVICES TO BE OFFERED.
(c) Collection by licensed refuse haulers shall be between the hours of 7:00 a.m. and 6:00 p.m. on the days scheduled.
Proposed additional (new) language, as amended per Council discussion at Feb. 9, 2016, workshop:
(c) Collection by licensed refuse haulers shall be between the hours of 7:00 a.m. and 6:00 p.m. on the days scheduled. The City's Public Works Department, as approved by the City Manager, shall specify in a written publication the specific days of the week for all collection activities by licensed refuse haulers and the specific geographical areas of the Municipality where such activities may occur on a specific day of the week.
