Purpose & Explanation
Based on the discussion with City Council at workshop of January 26, 2016, staff is recommending that Council Repeal Ordinance No. 08-158 and replace it with this new Special Event Policy legislation that reflects Council's desire to charge for some City-provided services at the rates indicated in the Cost Rate Recommendation of the previous Special Event Cost Report from the Communications Manager. The new policy allows the City to charge new events or existing events wanting additional services. Services that would be charged back to the event are road closures, police, electric and water. It also would provide for a non-refundable application fee of $25. The previously required refundable security deposit would be eliminated.
Timing Considerations
Because we are currently scheduling events for 2016 and we would like all 2016 be treated the same, we would request this legislation be passed as an emergency to allow us to begin following this new policy for all Special Events this year.
