AN ORDINANCE AMENDING ORDINANCE NO. 15-189 MAKING APPROPRIATIONS FOR THE CURRENT EXPENSES OF THE CITY OF HUDSON DURING THE FISCAL YEAR ENDING DECEMBER 31, 2016 BY MAKING ADDITIONAL APPROPRIATIONS.

Executive Summary:   This Ordinance will amend the 2016 budget for an advance from the General Fund to the EMS Fund to temporarily finance the purchase of a remounted ambulance.

Legislative History

Resolution 15-147 authorized the City Manager to enter into a purchase agreement with Excellance, Inc. for a remount ambulance.  It was passed October 6, 2015.

Ordinance 15-189 established appropriations (ie. Budget) for 2016.  It was passed December 15, 2015.

Purpose & Explanation

This ordinance amends the Budget for an advance from the General Fund to the EMS Fund to temporarily finance the purchase of a remounted ambulance in the amount of $172,790.74.

The plan is to do an internal borrowing to fund the ambulance. We have the broadband note and YDC demolition note that come due in June and July respectively.   We would combine the ambulance borrowing with these notes in order to save on legal fees.  When we complete the internal borrowing for the ambulance, we would repay the General Fund the entire $172,790.74.  The EMS Fund would than make the annual debt service payments out of its fund.

The ambulance is due for delivery on April 8, 2016.

Timing Considerations

We would like this Ordinance to be passed immediately to allow the requests to proceed.
