Executive Summary:  This project involves the lining of storm sewers along Ogilby Drive, Carriage Hill Drive, Edwards Drive and Stoney Hill Drive.

Purpose & Explanation

The scope of this project involves the lining of approximately 702 feet of 24 inch, 100 feet of 27 inch and 160 feet of 48 inch storm sewer.

The storm sewers being lined are a safety concern due to the numerous sink holes and require constant maintenance.  The lining process will eliminate future sink holes caused by separated joints and will extend the life of the storm sewer.

Timing Considerations

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Suggested Action

Staff recommends that Council approves this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the 2016 Storm Sewer Lining Project.  We are also requesting an emergency clause be added for the public safety and welfare.
