A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE A TRUCK THROUGH THE COMMUNITY, UNIVERSITY & EDUCATION PURCHASING ASSOCIATION (C.U.E.) PROGRAM AS A REPLACEMENT VEHICLE FOR THE CITY VEHICLE FLEET FOR SERVICE DIVISION OPERATIONS; AND DECLARING AN EMERGENCY.
Executive Summary: Using remaining funds in the 2016 Fleet Capital Fund, the Public Works Department wishes to proceed with the purchase of a replacement vehicle for use in Service operations. Staff has obtained CUE government program pricing for the purchase of one (1) replacement pick-up truck.

Purpose & Explanation
In the 2016 Fleet Capital Fund, 601-7830, $650,000 was allocated for the replacement of seven vehicles. Three (3) of these vehicles were snow plow trucks and associated equipment for the Service Division and four (4) of these vehicles were Police Department vehicles. These vehicles have been ordered for prices below our estimated costs utilizing competitive pricing programs. As such, there is $41,683.00 remaining in the Fleet Replacement Fund. Staff would like to utilize these funds to replace a 2007 pick-up truck used within Services operations. This vehicle was originally slated to have a ten-year life cycle and was scheduled to be replaced in 2017. However, the pick-up truck has over 100,000 miles on it and has significant rust in the fenders and door areas. Staff has received pricing from two different sources, with Montrose Auto Group coming in with the lowest cost at $30,628.26.
Timing Considerations
If approved, staff will need to proceed quickly with the purchase to take advantage of 2016 pricing and not be subject to possible cost increases which would occur mid-year with the release of 2017 pricing. Therefore, staff requests emergency legislation to expedite the process of the vehicle purchase and the associated equipment.
