Title

AN ORDINANCE ADOPTING AN AMENDMENT TO THE FEE SCHEDULE FOR DEVELOPMENTAL REVIEW AND ADMINISTRATIVE PROCEDURES OF THE LAND DEVELOPMENT CODE.

Executive Summary:  The revised schedule simplifies the existing schedule and accounts for in-house review of projects.

Body

Legislative History

The Community Development fee schedule was last updated in December 2006.

Purpose & Explanation

The Community Development Department is recommending that the fee schedule for development projects be revised.  The goals of the schedule are as follows:

1.                     Simplify the fee schedule by removing duplicate or very similar line items, eliminating unit-based fees, and rounding to $50 whenever possible.

2.                     Revise the fee schedule to remove costs associated with consultants that are no longer used as all reviews are currently conducted by in-house staff with a couple of minor exceptions.

3.                     Remain competitive with peer communities.

4.                     Recover a reasonable amount in fees to cover the administrative costs of reviewing and approving projects.

Staff surveyed the communities of Aurora, Cuyahoga Falls, Dublin, Solon, Stow and Westlake to analyze how other communities assess fees and consulted with City Engineer Thom Sheridan to insure that the proposed fees were in line with other communities and fairly accounted for the time required to administer the various processes listed.
