Purpose & Explanation
Pedal Hudson has been working on a year-long effort to improve cycling amenities and awareness within the community as part of application for Bronze level designation from the American League of Cyclists. Pedal Hudson is currently completing a Bike User Map for the community, has conducted education events, and is meeting monthly with applicable stakeholders. A key program which should be in place for consideration as a bike friendly city is adoption of a complete streets Resolution. Complete Streets is a program of Smart Growth America and is heavily supported by AMATS. By adopting a Complete Streets policy, communities direct their planners and engineers to design and operate the right of way to enable safe access for all users, regardless of age, ability, or mode of transportation. Staff notes the city already implements complete streets with the regulations of the Land Development Code and the public infrastructure programs within the city that provide accommodations for pedestrians and cyclists.
Timing Considerations
This Resolution needs to be adopted prior to the deadline for the bike friendly application, which is August 9, 2016.
