Title: A RESOLUTION DESIGNATING THE MANCHESTER GROUP, LLC DBA IGS ENERGY HOME SERVICES AS THE CITY'S PREFERRED RESIDENTIAL UTILITY LINE AND HOME SYSTEM PROTECTION SERVICES VENDOR AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A SERVICE CONTRACT THEREFOR. Executive Summary: American Municipal Power (AMP) has partnered with IGS energy to offer member communities residential utility line and home system protection services. The Public Works Department staff met with three providers of these services and has determined that IGS Energy has the most comprehensive and cost competitive programs available. Staff seeks to move forward with the program service offerings to all Hudson residents through an agreement for services and branding development. Mr. Jason Richards with IGS Energy and Ms. Tracy Reimbold with AMP will be in attendance at the workshop to answer Council questions regarding the recommended program.

Purpose & Explanation

Program Summary

As a result of due diligence evaluations of both  local  and national residential home utility warranty companies, American Municipal Power (AMP) has partnered with IGS Energy to offer AMP member communities residential utility line and home system protection services. Public Works Staff reviewed the AMP program offerings through IGS Energy, The National league of Cities Program and HomeServe USA Services.  The IGS program offers more comprehensive coverage at competitive price points with a 10% total revenue share.    The IGS program protection services encompass all residential utility service lines (electric, water, gas, sewer) and includes options for additional protection for home systems such as hot water tanks and heating and air conditioning units. Specific service offerings and package pricing have been attached for your review.  Also attached are the service packages and price points AMP reviewed before awarding the program to IGS Energy.  

Program Administration

IGS and subsidiary company, The Manchester Group, markets and administers the program to City of Hudson residents for a contract term of 5 years.  The City of Hudson agrees to designate IGS as Hudson’s preferred provider of these services.  Participation is completely voluntary and services may be cancelled at any time. Residents are free to shop other plans and programs if they so wish.  The City receives 10% of the total sales revenue which is calculated and paid to City on a monthly basis.

Staff recommends City Council pass this resolution designating The Manchester Group DBA IGS Energy, as the City of Hudson’s preferred provider of residential utility line and home system protection services.
