Discussion: Watershed Study of Brandywine Creek and Brandywine Creek Tributary
Executive Summary: Due to the upcoming Downtown Phase 2 Project and several budgeted infrastructure projects in the 5-year budget, City Engineering Staff would like to review a proposal with City Council to perform a watershed study of Brandywine Creek & Brandywine Creek Tributary.

Purpose & Explanation
The City has conducted a number of smaller individual studies following the 2003 flood, which improved several areas along the Brandywine Creek and Brandywine Creek Tributary Watershed, but no all-encompassing study has been performed of the entire watershed. In order to design cost effective solutions to the watershed in the future, this watershed study is recommended by staff in order to successfully perform these analysis and design projects that will have the most impact to the watershed.
Timing Considerations
With the concurrence of Council, staff is requesting an appropriation in the amount of $150,000 to perform an engineering analysis of the Brandywine Creek & Tributary Watershed Study.

Suggested Action
Staff recommends authorizing the Brandywine Creek and Tributary Watershed Study and declaring an emergency in order to protect the public health and welfare of this area of the City.
