Executive Summary:  This resolution will allow Velocity Broadband to add the cross-connect service between Cogent and Windstream at the Cleveland data-center for secondary internet access.

Purpose & Explanation

Velocity Broadband (VB) has been approved to add a secondary path/transport to a Cleveland data-center for internet access. This secondary path will allow VB to meet the multihomed requirements of the American Registry for Internet Numbers (ARIN) and obtain an Autonomous System (AS) Number.  This AS number is required to purchase Internet Protocol addresses (IPV4) that are desperately needed (previously purchased IP allocation are fully in use by current VB customers).  New customers are currently awaiting this allocation for service. Windstream Carrier Solutions provided the lowest quote for transport services and was approved by Council in 2015. At the time of the approval, the required cross-connect pricing had not been determined and was planned to be purchased separately.  The data center required that the cross-connect be made by one of the service providers. Due to the 5-year term of the contract, Council approval is now required to complete this agreement.  The monthly cost of the service was approved at $1,710. Formal bidding was not required, as the pricing was below the Ohio term contract with the Department of Administrative Services (DAS) $8,000 per month.

 

The following pricing has previously been approved:

     Transport (Windstream)                     $1,710.00 per month

     Data (Cogent)                      $   983.33 per month

     Transport & Data (Total Current Cost)                      $2,693.33 per month

 

Additional new cost not previously approved:

     Cross-Connect (New Charge)                     $   500.00 per month

     Transport, Data & Cross-Connect (New Total)                     $3,193.33 per month

 

Timing Considerations

The provisioning process has been completed, but the service requires the cross-connect at the data center.  Service will begin upon Council approval of this Resolution.
