Executive Summary: This project consists of the installation of a new tornado siren & storm warning system, along with weather monitoring software. The sirens will be located on poles at approximately 5 locations within the City of Hudson. The radio communication system will be encrypted to protect against fraudulent activation.

Res. No. 16-93, authorizing the City Manager, or her designee to accept grant funding through the Local Government Safety Capital Program from the Ohio Development Services Agency to benefit the Hudson Fire Department, passed on June 7, 2016.
Purpose & Explanation
The City of Hudson received a Local Government Safety Capital Program Grant for $64,535.00 to use towards the replacement cost of the current outdoor tornado siren with a new multi-siren system that will be installed at approximately five (5) locations within the City of Hudson. (See attached map.)
The proposed installations will most likely use existing public properties or city right-of-way if no public property is available in the proposed area. The final locations of the poles and sirens will be approved by the City Administration as part of the contract.
The Engineer's Estimate for this project is $127,000.00. The City will budget the entire cost and submit to the grant agency for reimbursement when the project is completed. The final estimated local funds will be approximately $80,000.
Timing Considerations
Following the approval of this resolution by the City Council, the Engineering Department will advertise in the local newspaper and receive bids. Staff will only return to Council if the bids received are in excess of 10% of the Engineer's Estimate; otherwise the City Manager will be authorized to enter into a contract with the lowest and best bid...
