Executive Summary:   The Fire and EMS Departments are each requesting the purchase of a new vehicle per the 2017 Approved Budget, and in accordance with the approved fleet replacement schedule.

Legislative History

Each vehicle purchase was approved in the 2017 City Budget (Ordinance No. 16-181) under “Equipment Replacement” at $45,000.00 for the EMS vehicle and equipment and $50,000.00 for the Fire Department vehicle and equipment. 

Purpose & Explanation

The Fire and EMS Departments are each requesting the purchase of a new vehicle per the 2017 Approved Budget, and in accordance with the approved fleet replacement schedule. The new EMS vehicle will replace an existing staff car (model year 2007 Ford Explorer). The replacement vehicle will be a (2017 Ford Explorer Interceptor). The Fire Department vehicle will replace an existing Fire Prevention vehicle (model year 2006 Ford E350 XL Super Duty Van). Further, the Fire/EMS Chief has recommended the replacement Fire Vehicle be updated from a van to a utility vehicle (2017 Ford Explorer Interceptor). Both vehicles being replaced will either be used by another City department or sold on GovDeals.  

The Fire Department plans to rotate the recently refurbished Fire Marshal’s car (2010 Chevy Suburban) to be used as the heavy duty towing vehicle (replacement for the Van) for Fire Prevention Bureau. The new vehicle will serve as the new Fire Marshal’s car (Car 4).

The Fire Department and EMS would each like to purchase an all-wheel drive Ford Explorer Interceptor from Montrose Ford of Fairlawn at a cost of $27,305.99 (each) which is the County CUE pricing and the lowest and best quote. Two other quotes were received, from Lebanon Ford at State Procurement pricing ($27,394.40), and Federal GSA pricing ($28,839.54).  All three quotes are attached.

The Fire and EMS Departments will purchase the additional emergency and accessory equipment for these vehicles separately. Total cost including the vehicle not to exceed $45,000.00 for EMS and $50,000.00 for Fire

Timing Considerations

Purchase agreement and ordering would take place immediately upon Council’s approval.  To attain the price quoted, the order deadline is anticipated to be the last week of January 2017.

Suggested Action

Staff recommends that Council approve legislation authorizing the City Manager to enter into a purchase agreement with Montrose Ford for (2) 2017 Ford Explorer Interceptor Utility Vehicles at a total price of $54,611.98.
