Title

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS AND TO ENTER INTO A CONTRACT FOR THE 2017 STORM SEWER LINING IMPROVEMENTS WITH THE LOWEST AND BEST BIDDER; AND DECLARING AN EMERGENCY.

Executive Summary:  This project involves the lining of storm sewers along Winterberry Drive, Woodyard Drive, Valerie Lane, Winchell Drive and Chadbourne Drive.

Body

Legislative History

None.

Purpose & Explanation

The scope of this project involves the lining of approximately 847 feet of 12 inch and 510 feet of 18 inch storm sewer.

The storm sewers being lined are a safety concern due to the numerous sink holes and require constant maintenance.  The lining process will eliminate future sink holes caused by separated joints and will extend the life of the storm sewer.

Timing Considerations

Following the approval of this Resolution by City Council, the Engineering Department will advertise in the local newspaper and receive bids for the project.  Staff will only return to Council if the bids received are in excess of 10% of the Engineer’s Estimate; otherwise the City Manager is authorized to enter into a contract with the lowest and best bidder.

Fiscal Impact

                     X                       Currently Budgeted ($100,000-504 fund)

                       Supplemental Appropriation Required

                       Appropriation Not Required.

Recommendation

Suggested Action

Staff recommends that Council approves this authorization for the City Manager to advertise, receive bids and award to the lowest and best bidder for the 2017 Storm Sewer Lining Project.  We are also requesting an emergency clause be added for the public safety and welfare.
