Executive Summary: This project involves the construction of an appropriate base and asphalt paving of Park Drive along the perimeter of the parking area at Oak Grove Park and the widening and resurfacing of Hudson Springs Park Drive from Stow Road to and including Lake Drive at Hudson Springs Park.

Purpose & Explanation
In 2016, the Park Board discussed the paving of Park Drive along the perimeter of the parking area at Oak Grove Park and the entry drive to Hudson Springs Park. As these discussions took place after the City’s budget process, these projects were not included in the 2017 budget. The Park Board and staff would like to now move forward with these paving projects.
The Engineering Department received bids on Tuesday, December 13, 2016 for the 2017 City Asphalt Resurfacing Program. The paving at Oak Grove Park and Hudson Springs Park were included in the bid package. The low bidder on the program was Perrin Asphalt. Below is the Engineer’s Estimate along with Perrin’s bid amounts.
Oak Grove Park
Engineer’s Estimate: $149,122.84 Actual Bid: $62,771.20
Hudson Springs Park
Engineer’s Estimate: $70,807.46 Actual Bid: $67,955.25
The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with Perrin Asphalt for the paving of driveways at Oak Grove Park and Hudson Springs Park. Staff is also requesting a 10% contingency for any unforeseen issues that may arise during construction. The total amount would be $143,799.10.
Total Contract = $143,799.10 ($130,726.45-base + $13,072.65-contingency)
Timing Considerations
Upon authorization to proceed by the City Council, the administration will award and enter into a contract with Perrin Asphalt for the above amounts.

X Supplemental Appropriation Required: $143,799.10 will be included with 1st Quarter Appropriations Ordinance.

Suggested Action
Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a contract with Perrin Asphalt and we are requesting an emergency clause be added to this legislation in order to maintain the public health and welfare.
