Purpose & Explanation

The City Administration is requesting a comprehensive drainage study of the Brandywine Creek and Brandywine Tributary watersheds to better identify and understand any local existing flooding or storm water related issues near downtown and other areas within the watershed and prioritize future capital improvement projects. 

 

This study will evaluate the existing storm water infrastructure elements along the entire reach of the Brandywine Creek and the Brandywine Creek Tributary and along other local critical areas within the watershed.  The study will catalog the existing infrastructure, generate a new hydrologic and hydraulic model of the infrastructure, develop and rank alternative solutions to mitigate any identified storm water flooding related problems and potential water quality improvements.  The findings will then be compiled into a storm water master plan to be used for future planning and budgeting of capital improvement projects.

 

The City would be responsible to fund the portions of NEORSD study in the local storm systems that NEORSD will not be studying as part of their regional study. 

 

The City negotiated a fee with CDM of $61,332 for this local portion of the study.  As with other professional services contracts we are requesting a 10% contingency to handle any minor changes in the scope of services that may occur during the course of the study.  For this contract, the 10% amount would be $6,133.20.  For considerations in excess of this amount, we will return to the City Council for any additional funds necessary to correct or adjust the situation.  The City will need to budget this amount and obtain reimbursement for 100% of the cost as noted below.

 

Note:  The City secured funding from the Ohio Lake Erie Commission for a Lake Erie Protection Fund Small Grant in the amount of $15,000.00 that will be used to partially fund the study.  The City will also utilize the funds collected by NEORSD by the Hudson sewer customers to offset the remaining costs of this study.

 

Timing Considerations

The consultant will begin the study immediately after Council has provided authorization.  The anticipated schedule for the completion of the study is the February, 2018.

Staff recommends City Council approve this resolution authorizing the City Manager to enter into a professional services contract with the CDM Smith for the professional services for the Brandywine Creek Watershed Study in the not-to-exceed amount of $67,465.20 which includes a 10% contingency.
