A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACTS FOR THE PURCHASE OF THREE VEHICLES FOR THE POLICE DEPARTMENT; AND DECLARING AN EMERGENCY.
Executive Summary: As discussed during the budget meetings last year, the Police Department would like to purchase three vehicles: a replacement patrol supervisor's cruiser which is four-wheel drive capable, a replacement patrol cruiser, and a replacement unmarked vehicle. These will replace a 2013 Chevrolet Tahoe, a 2014 Ford NGPI-Utility, and a 2004 Dodge Stratus.

The supervisor's vehicle gives the department one true four-wheel drive capable vehicle, which was desired and approved through the 2013 budget, which we desire to continue, while the other two are part of the City's vehicle replacement cycle.
Purpose & Explanation
These three vehicles all fall within the replacement cycle for their respective uses. Pricing for the two 2017 cruisers falls under Ohio STS Contract RS900917 which is effective until 09/30/2017, and awarded dealers are Byers Chevrolet ($34,950.00) and Lebanon Ford ($26,670.00) for the four-wheel drive supervisor's cruiser and all-wheel drive cruiser respectively. The unmarked vehicle is a 2017 Ford Fusion and was less expensive under the Ohio C.U.E. (Montrose Ford-$17,953.29) than Ohio STS (Contract #900817). Local dealers are rarely able to compete with state pricing but were consulted, confirming that they could not match or beat the respective state pricing aforementioned.
Timing Considerations
We are requesting an emergency clause, so that this resolution will become effective immediately, thus avoiding any issues with changing deadlines to current model year ordering.
