Purpose & Explanation

The Backyard Bucket Digger piece of equipment is used for many different tasks in maintaining the City’s electrical distribution system. With its smaller stature, tighter maneuverability and lighter weight it is typically used for system maintenance needed in backyards, easements and off road settings. The unit being replaced has a lifecycle of 12 years and has been in service for 17 years.

During the process of researching these types of units a staff committee was created to test the offerings of the market. What the committee determined is that there are two companies providing these types of units required for use on and around both distribution and higher voltage electric infrastructure. The Altec Company offered their smaller economy unit package and the Skylift Company offered their standard small unit package.    The Altec economy unit was delivered to HPP first.  Staff found the unit to be well built, however upon operating it in the field they found it lacked the minimum power to perform some of our routine tasks and would frequently stall the hydraulic systems ultimately rendering it useless.  Therefore, this unit was ruled out as it did not meet HPP requirements. During the demonstration of the second unit provided by the Skylift Company staff found it handled the HPP tasks effortlessly. Staff also noted its load carrying capacity of 50% more and its hydraulic power for digging at a 130% greater than the first economy unit. Skylift, Inc. is a national company and is the manufacturer and distributor of this unit. As this is a specialized piece of equipment, Skylift Inc.is the sole source vendor.

Staff recommends that City Council approve this Resolution authorizing the City Manager to award and enter into a purchase contract with Skylift Inc. 3000 Leavitt Road Unit 6, Lorain for the purchase of one(1) backyard bucket digger/trailer package in the amount of $148,200. Skylift is the sole source vendor for this piece of specialized equipment.
