Title

Discussion:  2017 Bike and Pedestrian Plan (Connectivity Plan Update)

Executive Summary:  Update of the current connectivity plan and expansion of the scope to a Bike and Pedestrian Plan.

Body

Legislative History

Resolution No. 14-12, adopting in concept the Connectivity Plan, passed by Council on February 19, 2014.

Purpose & Explanation

The Bike and Pedestrian Plan is an update of the Connectivity Plan and a response to the community’s strong desire for expanded sidewalks and trails.  The 2016 Comprehensive Plan resident surveys identified expanded sidewalks and trails as one of the most desired amenities in the community.  The Bike and Pedestrian Plan will address the following:

1.                     Revise the connectivity plan as several funded trails and recent private development activity have impacted routing and priorities.

2.                     Determine the cost and possible funding sources for implementation and ongoing maintenance.

3.                     Review the Safe Routes Hudson travel plan to determine infrastructure needs and opportunities.

4.                     Determine pedestrian and bicycle improvements beyond the connectivity plan including crosswalks, minor connections, sharrows, signage, and public education/safety.

5.                     Revise the plan update to a holistic Bike and Pedestrian Plan to look at Bike/Ped issues and to remove the “connectivity” confusion with Velocity Broadband.
