Ordinance No. 03-226, Submitting to the Electors of the City of Hudson the Question of Whether to Increase the Income Tax from 1% to 2% Per Year and to Designate Additional Purposes Therefor, and Declaring an Emergency, passed December 17, 2003.
Ballot Issue 3, approved by voters at Special Election of March 2, 2004.
Purpose & Explanation
With passage of Issue 3, the City's Income Tax was increased from 1% to 2% for general municipal operations as set forth in Section 890.01 and for such additional general municipal operations to include long-term storm water improvements; long-term sanitary sewer improvements; long-term road, sidewalk, pathway and bikeway improvements as designated by Council. In addition, the following allocations for the additional 1% revenue were designated: 15% for Fire Department funding; 9% for Emergency Medical Services funding; 15% for the Park System funding; and 13.5% for community learning centers funding, in the City in cooperation with the Hudson City School District.
Combining the Fire and EMS funds would:
* Stabilize EMS and require no new taxes.
* Have no negative impact on current and future Fire Department needs.
* Allow the Fire/EMS Chief and City Council to make decisions about expense allocations based on actual need to support both services.
Timing Considerations
