This purchase was part of the approved 2017 budget.

Purpose & Explanation

This replacement comes with the maximum four-year warranty offered by L3; we have been without warranty or a maintenance agreement due to the age of our equipment. We chose to stay with L3 as we still have an updated (new in 2015) server for storage, and will retain the hands-free, uplink hardware installed which automatically extracts video and audio every time a cruiser is parked at the police station. In addition, if Council determines that body worn cameras are needed, L3 has a solution which would replace the microphone packs with camera/microphones.

The City Administration is requesting City Council approval to authorize the City Manager to award and enter into a contract with L3 Mobile-Vision, Inc. for the in-cruiser video/audio replacement.  This purchase is made via state contract pricing, and the cost for replacing the ten units for our marked cruisers is $40,728.05.

Timing Considerations

If so approved, we are requesting use of the emergency clause for this purchase, to maintain the public health and welfare.
