Purpose & Explanation
The Streets budget in the Service Division of Public Works contracts for full-depth street repair services with the best and lowest bidder. The Service Division patches city streets with cold patch in the winter and Durapatch emulsion and stone in the summer. In some cases, certain areas that are beyond these methods of temporary repair are scheduled for full-depth removal and replacement by a specialized asphalt contractor. The contract is for a two-year term with an option to renew for an additional two years if services are acceptable and pricing remains reasonable. The current contract expires on December 31, 2017, and the new contract will commence on January 1, 2018.
Street repairs specifications were developed and bids advertised and sent out to qualified bidders. The attached bid tabulation shows the bidders and submitted prices. Cardinal Asphalt Company is the lowest and best bidder. Pricing represents a -14.14% cost decrease from the last contract. The streets department budgets $50,000 annually for the full-depth asphalt replacement program. The Engineering Department also contributes approximately $50,000 to the program, as well as any unused contingency funds from the asphalt/repaving program that may be available for additional needed patching.
